A.1.13 Fair Opportunity and Requests for Quotes

Contractors will be provided a fair opportunity at the individual order level as appropriate per FAR Part 16.505(b), including the SEWP RFQ tools. No documentation for the order selection is required to be submitted with the order. All such documentation is to be maintained by the issuing procurement office.

The Contractor shall not market, quote or otherwise offer for sale any IT Solutions not listed under this contract until the solutions are included in the SEWP database of record and available to all Government end-users.

If the Government issues a Request for Information (RFI) as part of market research, the Contractor may provide items not yet listed on its SEWP contract as part of a market research quote when those items are clearly identified as not yet available on the contract and the Contractor submits a technology refreshment request to add them.

For a Request for Quote (RFQ) or Market Research Request (MRR), the Contractor may respond only with items available on its Contract, and pricing may not exceed the applicable price in the SEWP database of record when the quote is issued. If the Contractor cannot fully respond to a Formal RFQ, the Contractor must respond with a No Bid unless the RFQ specifically permits partial quotes.

Each quote must state how long it remains valid, and the Contractor shall honor an order submitted within that stated validity period. Responses to RFIs and RFQs issued through the NASA SEWP online quoting system must follow the Contract Holder User Manual (CHUM).

Government information posted to the NASA SEWP Contract Holder Only Page, including RFQs and RFIs, may be used only for proposing on SEWP requirements and may not be provided to non-SEWP Contract Holders for unsolicited proposal purposes.

Through the NASA SEWP Quote Request Tool: Federal customers may issue an RFQ, RFI, or Market Research Request through the NASA SEWP online quoting system. For CTE requirements, use the applicable Category C competition and identify Certified Technical Experts, Inc. where appropriate.

Installation and service commencement: Requirements, schedules, locations, onboarding activities, and acceptance criteria are established in the applicable quote and delivery/task order.

Basic and extended warranty: Applicable warranty terms are identified in the quote and order. Manufacturer or publisher warranty and maintenance terms are passed through where applicable, and any CTE-provided service warranty or optional support period is documented at the order level.

Technical and software support: CTE coordinates post-delivery technical support, software support, maintenance, and service issues through the SEWP VI Program Office. Support coverage and response requirements are established by the applicable order.
